Institute for People’s Cultural Education

In 1960s, the Institute for People’s Cultural Education operated as a state institution under the Ministry of Culture. As a state institute, it was organized in a bureaucratic hierarchy system, which provided the leaders of the Ministry and the Institute with political influence and control over the so-called amateur movement.

The Institute organized its work in different departments. In 1965, under the administration of Imre Kiss, the Art, Education and Research Department was created. The Department took care of, helped, organized, and managed the so-called amateurs: non-professional, but state-recognized artists and artistic associations. Its range included ballroom dancing, competitive dancing, amateur photography, amateur film, workers’ choirs, and literary stages. Though these areas were particularly supported by the leadership of the time, folk dance, folk art and theatre were neglected. Church and similar classical music were considered as a forbidden category.

Towards the end of the 1960s and the early 1970s, new areas appeared due to the transformation of the amateur and professional art spheres and their impact on the population. From the beginning of the 1970s, special attention was thus paid to student theatres, children theatres, puppet shows and literary stages. From the mid-1960s, under the leadership of Éva Mezei, Tibor Debreczeni, Róbert Dévényi, István Keleti, Pál Somlai and others, the so-called amateur theatre became more and more important, which included almost all types of theatrical activities. Apart from organizing competitions, festivals, juries, courses, and other activities, the Institute also published practical and theoretical works.

In 1971, another significant reorganization took place, when the Department of Visual Arts and the Department of Performing Arts were created from the previous Department of Art. The new Department of Performing Arts directly focused its institutional attention and control  on the amateur theatrical activities. Its most visible form was the creation of the Országos Bemutató Színpad [National Presentation Stage], created at the end of the 1960s, where various amateur theatre groups from the capital and the countryside were presented. Apart form this, the Department intended to create national network among the various ensembles of the country.

Department of Performing Arts

In 1971, the Department of Performing Arts was established, and its work focused on amateur theatre, student theatre, children theatre, puppetry, folk dance and contemporary dance. The Department operated under this name until 1978. During this period, its staff actively formed the so-called amateur movement. They organized festivals, maintained a live relationship with various artists and creative groups, and made various connections among them. In addition, they attempted to provide continuous critical reflection on their works and create theoretical and practical literature as well.
